Oregon Fuel Eligibility
Regardless of which state you are a resident, Oregon law restricts cardlock gasoline to specific users. Therefore, if you wish to dispense cardlock gasoline in Oregon, ALL of the following must apply:

  • All Oregon cardlock gasoline must be used exclusively for your business. All personal use is prohibited, even if the vehicle is owned by your business.


  • You must purchase a minimum of 900 gallons of gasoline and/or diesel during any 12-month period (if gallons with Wilcox & Flegel are less than 900 gallons, proof such as receipts or invoices from another source will be required).


  • Wilcox & Flegel must receive a completed Oregon Commercial Fuel Dispensing Agreement (click here to download*), Fire Safety Training Brochure (click here to download*), AND proof of business. Examples of proof of business: Federal Identification Number (not a Social Security number), Business License, Contractor's License, Commercial Fishing License (current copy required upon expiration), copy of previous year's Schedule "C" or "F" form from your income tax return (current copy required annually). For this purpose a Washington UBI number or Master's License is not accepted by the Oregon State Fire Marshall.


  • The Oregon State Fire Marshall audits records regularly in addition to visiting cardlock sites. Should a transaction occur that is not within the limits of the law, you could be fined up to $500.

    Note that cards on your account which currently access gasoline (whether or not they will access other products) will NOT access ANY product (gasoline or diesel) within Oregon, but may be used outside of Oregon. Those cards will be activated in Oregon once Wilcox & Flegel receives the Oregon Commercial Fuel Dispensing Agreement and proof of business.

    Cards that are restricted to diesel will currently work in any state, including Oregon.
