Meet Our Senior Leadership Team

Aaron Wilcox
Aaron Wilcox was named CEO of Wilcox and Flegel in March of 2022. In this position, he takes on the role of lead visionary, focusing on the long-term goals and trajectory for the company. A third-generation leader of Wilcox and Flegel, Aaron served as President for more than 6 years. With an MBA from Loyola Marymount, Aaron is enthusiastic about creating an inclusive, collaborative, and engaging culture that supports a high-performing workforce. As a member of Vistage Worldwide, he actively promotes education and life-long learning throughout the company. He’s also passionate about giving back to the community. During the summer, you can often find him traveling with his wife and two daughters, either on the ski slopes in the winter or on his mountain bike in the summer.

Ann Nordquist
Ann Nordquist is the Director of Human Resources at Wilcox and Flegel where she is responsible for all aspects of People Leadership. She is a seasoned Human Resources professional with twenty plus years of demonstrated success in Human Resources leadership and business. She’s worked as a senior executive in fuel, retail, manufacturing and healthcare. Ann’s experience includes start-up, fast growth, mature and turnaround companies and strategic business consulting. Ann was previously Boyd Coffee Company’s Vice President of Human Resources. She was one of three Board appointed Corporate Officers closely partnering with the CEO and CFO. Before that Ann ran a Licensed In-Home Care Agency serving seniors and people with disabilities and was Vice President of Human Resources in 2 different medical centers. Her experience includes all disciplines of Human Resources as well as operational leadership and sales experience.
Ann has a Bachelor’s in Business Management and an MBA. She is certified as a Senior Professional in Human Resources. She is a certified facilitator of Franklin Covey’s Leading at The Speed of Trust and Managing Change through William Bridges and Associates. Volunteer roles include multiple Board terms for Southwest Washington HR Management Association, including two terms as Chapter President, Vice President on the Board of Directors for Store-to-Door, and former Board Member with the Alzheimer’s Association, as well as past multi-term President of the Vancouver West Soccer Club. Ann is currently a Board Member with Cascade Employers Association.

Bill Hall
Bill Hall was named President of Wilcox and Flegel Oil Co. in March of 2022, assuming a role in which he currently oversees the day-to-day operation of the company. For the prior three years, he served as Vice President, where he was responsible for leading the successful deployment of Wilcox and Flegel’s Entrepreneurial Operating System (EOS) to achieve the organization’s Mission, Vision and Strategic Plan. As the Vice President, Bill was also responsible for the P&L, as well as harmoniously integrating the major functions of the business. Before becoming Vice President, Bill was the Sr. Director of Sales and Marketing at Wilcox and Flegel where he was responsible for managing all brands, distribution channels, and deployment of sales for the organization. Prior to Wilcox and Flegel, Bill spent 25 years in the Instrumentation and Process Automation field in various positions including field technician, process control engineer, sales engineer, and director. Bill has a bachelor’s degree in business administration from Warner Pacific University in Portland, Oregon as well as many professional/technical certifications. He continues to develop through Vistage Worldwide, professional coaches, and online university curriculum. Bill currently sits on three boards, two educational and one faith related. He has been married for 28 years and has two daughters. In his free time, you can find him fishing offshore or working on classic cars.

Carson Williquette
Carson Williquette was named Director of Commercial and Industrial segment in July 2022. In this position, he is responsible to set the strategic direction and profitable growth of our warehouses, reliability services, and cardlock stations. Carson leads our warehouse operations, commercial sales, sales operations and cardlock, customer experience, and reliability services teams. He is passionate about growing and creating lasting customer relationships, developing the team members within our organization, while ensuring a successful and sustainable business.
Carson joined Wilcox + Flegel in 2010 as a Commercial Sales Account Manager in 2010. Working from Tacoma, WA to Portland, OR, Carson was responsible to grow fuel and lubricant sales throughout the territory. In this position, Carson gained invaluable industry knowledge and built lasting relationships across our customer base. In 2015, Carson moved into a Sales Leadership role, and with assistance from the organization, he began working towards his bachelor’s degree in the evenings and on weekends. In August of 2020, Carson successfully completed the Business Administration Bachelor’s Degree program from Warner Pacific University.
In his free time, Carson loves to cook and try new recipes, especially on the BBQ. He also enjoys fishing and quality time with his four boys and wife. Carson volunteers frequently at his church and serves on the Longview Youth Baseball board as a coach and a sponsorship chair.

Dave Borden
Dave started his career in the Petroleum Distribution industry in 1994 and has worked in several key functional roles. Dave brings more than 26 years of industry experience in both sales and operations; 24 of those years in management and senior leadership roles. Technology and Data Analytics has always been a major focus area for Dave, and he has a sophisticated understanding of our business systems and our industry. Dave transitioned into the Director of IT role in 2019, and he brings a unique perspective to the role that allows for future alignment of technology to our long-term vision for Wilcox + Flegel.
Dave became part of the Wilcox + Flegel Team in 2013 with the acquisition of the lubricants business from PetroCard, Inc. During his tenure there, he held the position of Regional Operations Manager, overseeing all aspects of the lubricant distribution business in Western Washington. He also held the role of Division Sales Manager, overseeing all sales functions for Washington, Oregon, Idaho, and Alaska. He served as a member of the corporate Strategic Planning Committee and played a key role in many corporate initiatives that expanded the company’s distribution territory.
Dave enjoys traveling and gardening with Pamela, his wife of 24 years. He is an accomplished, classically trained musician as well, and has performed in the classical, jazz, and contemporary rock genres. His background as a musician also has a technology focus, including audio recording and production, and construction of a professional class digital home recording studio.

Don Bloodworth
Don has over forty years of experience in both public and private enterprises in multiple industries, in addition to entrepreneurial experience having started and subsequently sold two businesses. He has served in positions of Controller, CFO, COO and CEO in emerging stage and large public companies. Don is a CPA and seasoned manager of all financial functions, legal, information services (including ERP), investor relations, SEC registration/compliance and raised capital. He also has significant restructuring experience, including mergers and acquisitions.
Before joining Wilcox + Flegel, Don worked as a consultant to several entities assisting in their transition to new Revenue Recognition accounting standards, Capital Formation and Restructuring. Prior to his consulting work, Don served as the CFO and Government Business Development Lead in a cybersecurity company providing technology to financial institutions and government entities where he has his name included on several issued U.S. patents. Earlier in his career, Don served as the CFO and COO of a medical software and web portal company, in addition to over sixteen years in management positions at a diversified energy and communications company. Don’s unique experiences include one of the first sale-leasebacks of a communications satellite launch, as the executive leader on one of the largest SAP implementations in North America and as a restructuring consultant to AIG in New York City, when the company operated under TARP. Don started his career with Deloitte.
Don attended the University of Oregon and then earned his degree in Business Administration and Accounting at Portland State University, and is a licensed CPA in the state of Oregon. He is married with two grown children, and enjoys making sawdust in his garage creating custom furniture and other projects in his spare time.

Stacy Scott
Stacy Scott is taking on a new high impact project for Wilcox and Flegel. She is currently working as the ERP Project Director for Wilcox and Flegel Oil Co. In this position, she is responsible for working closely with the MS Implementation team to develop, plan and implement the Enterprise Resource Planning (ERP) system to achieve the organization’s Mission, Vision, and Strategic Plan. Stacy manages the entire scope of the project, setting deadlines and deliverables, assigning responsibilities, ensuring project goals are met within approved budget, and leading implementation of new organizational processes.
For the 15 years prior, Stacy held multiple roles within the company including her most recent position, Director of Customer Service. Stacy has over 8 years of experience in leadership, 10 years of experience in project management and continues to develop through Vistage Worldwide, professional coaches, and online university curriculum. Stacy has her Associates Degree in Business Technology and is currently pursuing her CAPM certification.
In Stacy’s free time, you can find her spending time in the outdoors with her 11-year-old son, fishing, hunting, riding ATVs, and camping.

Paul Wolfe
Paul leads our Retail Operations and Facilities Teams. This role allows him to pursue long-term company growth opportunities, build vendor relationships and develop our convenience store and retail outlet footprint here in the Pacific Northwest. Prior to Wilcox and Flegel Paul worked for the Kroger company, managing multi-department retail facilities. He has an accomplished background in commercial construction & development. Paul has spent most of his over 30-year career building retail businesses and managing retail fuels even owning his own business. In addition, Paul is a graduate of the United States Air Force Academy. He has a long career in the US Air Force working on military transport aircraft including the C-141 Starlifter & the C-17 Globemaster. Paul has a strong sense of community and prides himself connecting within the communities he serves. He and his wife Shaneice live in Woodland. Together, they have a son and daughter, Gavin & Rilea. Outside of Wilcox + Flegel Paul enjoys spending time hiking and camping with family and friends while seeing as much of the Great Northwest as possible.
